Public Housing Capital Improvements Management System
Welcome to the Commonwealth of Massachusett's Public Housing Consolidated Information Management System (CIMS). This system has been designed to help both the State and the Local Housing Authorities throughout the state 1) effectively plan and manage multi year Capital Improvement Funding awards and information and 2) prepare Annual Plans mandated by Massachusetts General Laws, Chapter 121B, Section 28A.
Local user access:
Step 1 - Step 1 - Each LHA must designate an LHA Administrator.
Step 2 - The DHCD will validate only the LHA Administrator. Once DHCD has done this, LHA Administrator may proceed with Step 3.
Step 3 - The LHA Administrator is responsible for defining the roles/responsibilities of local users of the system. All local users will click on the "New User" link (shown to the right), and enter his or her contact information including a user name and password. The Local Administrator will then validate those individuals.
Help:
Users should submit all questions regarding content, requirements, or technical questions about the use of the system through the Massachusetts Public Housing Application Services Request System (PHASRS) at https://hedphasrs.azurewebsites.net/NewRequest.aspx.
Users without access to PHASRS may call the system administrator at 617-573-1193.
